Construction Guidance

Evaluating Ceiling and Insulation Damage After a Roof Leak

Treat the ceiling, insulation, and leak source as connected parts of one investigation. A stain’s edge is not a verified removal boundary. Stay clear of sagging ceilings and let qualified personnel arrange safe access to the space above.

Interior reconstruction with exposed framing and protected floors

Ask what has been checked above the finish

The assessment should state whether insulation and relevant roof or framing areas were accessible, what moisture was found, and whether the entry point has been repaired. EPA’s material guidance distinguishes wallboard, ceiling tile, and insulation; they do not share one blanket salvage rule.

Separate the proposed work

  • Roof or plumbing work that stops the water.
  • Assessment, drying, and removal of affected materials.
  • Replacement insulation, ceiling finish, trim, and painting.

Agree on the handoff before patching

Request the material decision record and the evidence used to accept the area for reconstruction. If some locations remain inaccessible, ask how they will be resolved. Photographing the visible stain alone does not document the concealed conditions being covered.
