Construction Guidance

Why Some Materials Are Non-Salvageable After Water Exposure

A retain-or-replace decision depends on the material, its condition, the water exposure, and the ability to address the affected layers. Do not assume all wet materials are ruined or that drying alone makes every material suitable to keep.

Ask for the specific reason

The assessment should identify whether the concern is physical deterioration, contamination, inaccessible moisture, or another limitation. EPA’s material guidance treats insulation, wallboard, ceiling tiles, wood, and floor layers differently. Its clean-water guidance should not be applied indiscriminately to contaminated losses.

Review a material decision schedule

  • Location and material or assembly involved.
  • Observed condition and reason for retention or removal.
  • Further assessment needed, proposed replacement boundary, and supporting photographs.

Connect removal to the rebuild

Have the reconstruction estimate follow the documented removal boundaries while accounting for access and finish transitions. Request approval for any expanded work as it is identified. Replacing a material addresses that component; it does not resolve an unrepaired source or an unassessed adjacent layer.
